Baseline Emissions and Inventory
The baseline emissions inventory (BEI) is the sum and categorisation of the total greenhouse gas emissions you have decided to account for in your city in a given year. This is the year against which you want to compare future progress. The BEI is used in particular for percentage reduction targets, but also to understand the performance of your climate action plan process.
